Overall Planning and System Integration in China(Xinjiang)Research on Institutional Innovation in Pilot Free Trade Zones
The Central Committee of the Communist Party of China has made sound plans and strategic deployments for the China(Xinjiang)Pilot Free Trade Zone,and has given it a higher level of openness.The important position and role of free trade pilot zones in building a new development pattern are irreplaceable.To effectively implement strategic measures,we must focus on the mission,strengthen strategic awareness,deepen innovation and breakthroughs,and accelerate the development of free trade pilot zones and linked development zones with high standards and quality in order to build a new pattern of open economy in Xinjiang.It is suggested to focus on strategic positioning and development goals,strengthen the sense of responsibility with institutional innova-tion as the core,comprehensively deepen the understanding of the laws of economic work in the new era,and earnestly implement the goals and tasks set by the overall plan of the pilot free trade zone;accelerate the construction and operation efficiency of the"digital government",and promote the rapid accumulation of digital"new drivers";promote the innovative development of the digi-tal economy in the pilot free trade Zone,and make breakthroughs in key issues of strategic and overall importance;promote the opening up of the pilot free trade zones to the outside world at a higher quality and level;deepen financial services and innovation,and strengthen the functions of the pilot free trade zone for financial services.Meanwhile,we will focus on major tasks and mea-sures,deepen institutional innovation for the integrated development of domestic and foreign trade,endeavor to promote trade facili-tation and the cultivation of new forms and models of foreign trade,attach importance to the construction of pilot free trade zones un-der the RCEP framework and foreign trade development,and deeply expand overseas markets;continue to promote the innovative development of the whole industrial chain and foreign trade,build high-quality"eight industrial clusters",and accelerate the culti-vation and vigorous development of new quality productive forces;give full play to the advantages of national cotton and cotton yarn trading center,speed up the gathering of cotton industry,and cultivate and expand Xinjiang's characteristic advantages industry;expand international cooperation and industrial integration,and ensure the steady and long-term development of high-quality pilot free trade zones.
