Research on the Impact of Environmental Regulations on the Efficiency of Green Economy in Xinjiang——The Regulatory Role Based on Fiscal Decentralization and Competitive Incentives
Green and low-carbon development is a key element in achieving high-quality economic development in Xinjiang. In the context of the green transformation of Xinjiang's economy,the impact of environmental regulations on its green economic effi-ciency has become a highly concerned issue. The article is based on panel data of 14 prefecture level cities in Xinjiang from 2003 to 2021,and uses a two-way fixed effects model to study the impact of environmental regulations on the efficiency of Xinjiang's green economy from both theoretical and empirical perspectives. At the same time,it tests the moderating effects of fiscal decentral-ization and competitive incentives in this impact process,and further explores the threshold role of economic development level in this impact process. The research results are as follows.(1)Environmental regulations have a significant promoting effect on the ef-ficiency of Xinjiang's green economy. After using instrumental variable method and a series of robustness tests,the above conclu-sion still holds.(2)Fiscal decentralization has played a positive regulatory role in the process of environmental regulation affecting the efficiency of Xinjiang's green economy,while competition incentives have played a negative regulatory role;The two regulatory effects exhibit regional heterogeneity.(3)The level of economic development has a single threshold effect on promoting the efficien-cy of Xinjiang's green economy through environmental regulations,with a threshold value of 10.8944. Therefore,the government should strengthen environmental regulations,increase investment in environmental protection funds,and reasonably adjust govern-ment assessment methods to help improve the efficiency of Xinjiang's green economy.
