Empirical Analysis of the Effectiveness of Fiscal-Finance Coordination in Preventing Poverty Return in Xinjiang
Preventing large-scale return to poverty is the bottom line task of comprehensively promoting rural revitalization.Based on the data of 14 prefectures and prefectures in Xinjiang from 2011 to 2020,the paper constructs the index system of preventing re-turn to poverty,fiscal support to agriculture and financial support to agriculture,and measures the three indexes and the compre-hensive index of fiscal and financial cooperation.Using the double fixed effect,intermediary effect and threshold model,this paper empirically examines the relationship between fiscal support for agriculture,financial support for agriculture,fiscal-finance coordi-nation and preventing the return to poverty.The results are as follows.The degree of fiscal support to agriculture and fiscal-finance coordination is positively correlated with the prevention of poverty,but financial support to agriculture does not play a significant role in the prevention of poverty.The level of economic development and the rate of financial self-sufficiency show intermediary and threshold effects in the process of fiscal-finance synergies.Fiscal-finance coordination has played a more obvious role in sup-porting the four prefectures in southern Xinjiang to prevent the return of poverty.Therefore,we should optimize the financial sup-port structure and enhance the synergistic efficiency.At the same time,focus on southern Xinjiang,enhance the development resil-ience of counties out of poverty,and cooperate with various parties to prevent the return of poverty.
