摘要
兵团棉花质量问题事关农业高质量发展,事关纺织服装产业转型升级,事关新疆社会稳定与长治久安.文章通过梳理兵团棉花质量追溯补贴的实施背景、实施内容和实施流程,发现棉花质量追溯补贴有助于提高棉花质量、增加优质棉生产者收入、改善棉花品种多乱杂现象等,但也存在实施方案出台时间滞后、优质棉衡量指标单一、质量追溯精准度低、加工企业操作不规范等问题.文章认为应适时公布棉花质量追溯补贴实施方案、及时兑现补贴资金、完善棉花质量追溯体系、规范加工企业行为、提高圆膜采棉机覆盖率以提升棉花质量追溯补贴实施效果.
Abstract
The cotton quality of XPCC is crucial to the high-quality development of agriculture,the transformation and upgrading of the textile and clothing industry,as well as the long-term peace and stability of Xinjiang.This article reviews the implementation background,content,and process of cotton quality traceability subsidies in XPCC and finds that cotton quality traceability subsi-dies can help enhance cotton quality,increase the income of high-quality cotton producers,and improve the disorder of cotton vari-eties.However,there are also problems such as delayed implementation plans,single measurement indicators for high-quality cot-ton,low accuracy of quality traceability,and non-standard operation of processing enterprises.The article suggests that the imple-mentation plan for cotton quality traceability subsidies should be timely announced,subsidy funds should be promptly disbursed,the cotton quality traceability system should be improved,processing enterprise behavior should be standardized,and the coverage rate of circular film cotton picking machines should be increased to enhance the effectiveness of cotton quality traceability subsi-dies.
