China's Administrative Divisions in the New Era:Institutional Design,Directions and Optimization Strategies
In the process of improving and optimizing the design of the administrative division system in the new era,it is important to adhere to the new concept of placing equal emphasis on development and governance,to strengthen the centralized and unified leadership of the Party,to promote the construction of the rule of law on a sustained basis,and to perfect the assessment mechanism.In terms of directions,attention should be focused on three new subjects:optimizing the administrative divisions at the grass-roots level to enhance the resource-carrying capacity of mega-mega-cities;optimizing the administrative divisions of townships to promote new-type urbanization with the county towns as the important carriers;optimizing the administrative divisions of shrinking cities and small counties to promote the high-quality development of regional synergies.To build a safeguard mechanism for accomplishing the above goals,we must give full play to the overall leadership of the Party,strengthen the coordination between the Party and government departments,improve the assessment and evaluation in a clear value-oriented approach,learn from China's historical experience in the establishment of administrative divisions,and enhance the clarity of the adjustment plans.
