From Joint-point Drive to Integrative Governance:Alleviating Relative Poverty and Achieving Common Prosperity——Based on the Observation of T District in S City
In the new era,the CPC has led the people to carry out extensive and in-depth pilot projects to explore paths to common prosperity, demonstrating the feasibility of governance-driven common prosperity. However, the relatively impoverished rural areas face problems such as insufficient tension between upper and lower levels of organizations, insufficient effectiveness in resource coordination and implementation, and insufficient motivation for individual driven and participatory construction, which affect the realization of common prosperity. This paper, based on the experience of alleviating poverty and achieving prosperity in T district of S city, explores the effective construction of the three-dimensional—political party organizations-market interests-social synergy—structure,to establish the operating mechanism of"joint-points-driven,integrative governance, and common prosperity",and explore the development practice of"using good governance to help reduce poverty and promote common prosperity"in relatively poor areas. Finally, the paper presents three important findings:firstly, the integration of structural"organizational joint-points"is a prerequisite for common prosperity,as it optimizes the market economy environment;secondly, the integration of essential"interest joint-points"is an inherent mechanism for common prosperity,as it activates flexible and diverse project construction;thirdly, the integration of functional"social joint-points"is a practical direction for achieving common prosperity,as it contributes to industrial innovation and urban transformation.
