Economic security is the basis of overall national security and the premise of economic development.This paper explores the methodological basis of the evolution of economic security governance system from three aspects:the people-first value,the historical materialism and the scientific thought and method.Then,based on the theory of social reproduction under open conditions,the paper studies the theory and logic of the formation of economic security governance system,and analyzes why to"better play the role of the government",why to"improve the capacity of independent production"and why to"improve the endogenous power of economic growth".Then,from the perspective of the history of economic thought,the concept of economic security governance is traced from four historical stages,that is,from the revolution-construction relationship to the relationship between economic construction and national defense construction,to the correct handling of reform,development and stability,and to the relationship between overall development and security.Finally,it analyzes how to enhance the initiative of security and promote the modernization of economic security governance system and capacity from the aspects of comprehensively and thoroughly implementing the new development concept and national security concept,improving the macro-economic governance system,accelerating the pace of scientific and technological self-reliance,and improving the power and vitality of domestic and foreign circulation.
