Theoretical Basis and Practical Progress of "Xinjiang Culture Development Strategy" in the Perspec-tive of Cultural Governance
"Xinjiang Culture Development strategy" is both a process of continuous injection and long-term moistening of the Chinese national community consciousness in Xinjiang,and a process of deep realization of the commonality of the qualities of the Chinese nation by the people of all ethnic groups in Xinjiang.The article argues that cultural governance,as a form of governance integrating concepts,systems,mechanisms and technologies,is an effective perspective for deeply understanding the connotation of cultural moistening of Xinjiang,and provides an analytical framework for analy-zing the multiple and complex relationships embedded in cultural moistening of Xinjiang.The theo-retical foundation of the cultural bordering is formed by the idea of governance in Chinese traditional culture,the Marxist concept of cultural governance, and the idea of cultural construction of the Communist Party of China (CPC).The practical approach of cultural embellishment is manifested in the cultivation of Chinese national community consciousness based on national governance at the national level,in the construction of cultural ecology based on pluralistic governance at the social level,and in the interaction of cultural practices based on daily life at the individual level.
