摘要
发展新质生产力是推动高质量发展的内在要求和重要着力点.厘清新质生产力促进高质量的传导机制,是因地制宜推动新质生产力发展的关键.基于技术-"经济+社会"范式,新质生产力推动高质量发展既包括"科技革命—产业变革"的直接效应,也包括"科技革命—要素变革—产业变革"的间接效应.直接效应和间接效应的传导都需要体制机制的适应性变革,以生产关系变革释放新质生产力强大发展动能.在这一传导机制中,从科学发现到技术革命的突破、数据引致的生产要素变革、现代化产业体系的建构是其中三个关键环节.依据三个环节,实践中各地结合实际,可探索推动新质生产力的科技驱动型、数据要素驱动型、产业诱导创新型三种区域实现模式.
Abstract
The development of new productive forces is an intrinsic requirement and an impor-tant focus for promoting high-quality development.Clarifying the transmission mechanism of new productive forces for promoting high quality is the key to promoting the development of new pro-ductive forces according to local conditions.Based on the technology-"economy+society"paradigm,the promotion of high-quality development by new productive forces includes both the direct effect of"scientific and technological revolution-industrial change"and"scientific and technological revo-lution-factor change-industrial change".The new quality productivity to promote high-quality devel-opment includes both the direct effect of"scientific and technological revolution-industrial transfor-mation"and the indirect effect of"scientific and technological revolution-industrial transformation".The transmission of both direct and indirect effects requires adaptive changes in institutional mecha-nisms,so that changes in production relations can release the powerful development kinetic energy of the new quality productive forces.In this transmission mechanism,the breakthrough from scien-tific discovery to technological revolution,the change of production factors caused by data,and the construction of modernized industrial system are three key links.According to the three links,in practice,localities can explore three regional realization modes of science and technology-driven,da-ta-factor-driven,and industry-induced innovation to promote the new quality productivity in light of the actual situation.
