The Practice of Whole-Process People's Democracy at the Community-Level:Practice Structure,Op-eration Mechanism and Effectiveness Advantages
The community arena is a practical space where the whole-process people's democra-cy is transformed from a theoretical proposition to a governance practice.Studying the practice structure,operation mechanism and effectiveness advantages of whole-process people's democracy at the primary-level is a micro entry point to get rid of the macro study of"political propositions turned into academic theses".Guided by the Marxist concept of practice,the article analyses the case of"Monthly Talks on People's Livelihoods"in Quanshan District,Xuzhou City,Jiangsu Province.The case presents a practical structure of subject-object chain interaction,featured as"collecting democratic opinions,concentrating democratic wisdom,reaching democratic consensus,unifying democratic forces,and guaranteeing democratic performance".The case also indicates an operational mechanism that combines the leadership of the Party,the philosophy of people-first,the people's livelihood concerns,and the institutional arrangements.The case brings into play the synergistic ef-ficiency advantages of the unity of democracy,people's livelihoods and law-based governance,and highlighting the practical value of whole-process people's democracy at the community level.
