The Internal Logic and Implementation Approaches of Promoting Chinese Path to Modernization through High-level Opening-up:Deep Studying the Spirit of the Third Plenary Session of the 20th CPC Central Committee
Continuous expansion of high-level opening-up is an inevitable requirement for promo-ting Chinese path to modernization.The Third Plenary Session of the 20th Central Committee of the Communist Party of China pointed out that Chinese path to modernization is constantly advancing in the reform and opening-up,and will certainly open up broad prospects in the reform and opening-up.High-level opening-up to the outside world has distinct characteristics.It based on high-speed in-stitutional innovation,driven by powerful high-tech,and guaranteed by efficient and safe internal and external circulation.Promoting Chinese path to modernization through high-level opening-up has many meaningful value implications.Firstly,it fully demonstrate the level-leaping of opening up led by the Communist Party of China.Secondly,it effectively respond to the requirements of the times for the development of new quality productive forces.Thirdly,it enriches and develops the theoretical system of socialist market economy.Finally,it gradually remove institutional barriers in the process of modernization.There are five internal logic thinking that high-level opening-up to the outside world effectively promotes the process of Chinese path to modernization.Firstly,it benefits the people and enhances their well-being through development achievements.Secondly,it promotes common prosperity by regional linkage.Thirdly,it promotes the coordinated development of materi-al civilization and spiritual civilization through mutual learning of civilizations.Fourthly,it imple-ments green development to promote harmonious coexistence between humans and nature.Fifthly,it gets human destiny closely to promote world peace and development.In order to make high-level opening-up promote Chinese path to modernization better,we should starting from the following as-pects.Firstly,it has to steadily expand the openness of the institutional environment.Secondly,it should actively grasp the opportunities of regional division of labour and cooperate.Thirdly,it needs to strive to overcome the bottleneck of key technological innovation.Fourthly,it should gradually cultivate a green and low-carbon trade system.Last but not least,it is supposed to promote the re-form of world economic governance firmly.
