What Makes Urban Community Cooperative Governance based on Mobilization and Participation Possi-ble?
The key to building a community with cooperative governance lies in the effective co-operation between community subjects,of which relies on the governance context constituted by so-cial mobilization and community participation.According to the types of social mobilization and community participation,specific cooperative governance can be summarized into three governance contexts:organizational mobilization-normative participation,interest mobilization-spontaneous par-ticipation,and relational mobilization-guided participation.Through the examination of the practice process of Community G's"partner"program,it is found that the three different governance con-texts have formed"administrative cooperation","win-win cooperation","symbiotic interaction coop-eration"and"symbiotic interaction cooperation"respectively,"Each mode is an adaptive response to the power structure,interests,social relations and resource allocation in a specific situation;social mobilization is a necessary condition for community cooperative governance,and effective participa-tion based on social mobilization is a sufficient condition for community cooperative governance,and their combined strength constitutes the decisive force for the effectiveness of community cooperative governance.Their combined power constitutes the decisive force for the effectiveness of community cooperative governance.
