推进中国(新疆)自由贸易试验区高水平建设与高质量发展的思考建议

摘要
中国(新疆)自由贸易试验区是我国第22 个自由贸易试验区,也是西北沿边地区设立的首个自由贸易试验区.作为改革开放最新的"制度试验田",新疆自贸试验区建设更加需要把握新疆自贸试验区建设发展的科学内涵和本质要求,合理应对当前国际国内形势变化,从全方位提升对外开放水平的区域发展诉求出发,加快转变思维观念、突出工作重点,全面深化新疆自贸试验区制度创新改革进程,全面推进新疆自贸试验区高水平建设与高质量发展,发挥好新疆自贸试验区助力构建亚欧黄金通道和我国向西开放的桥头堡作用,为共建中国—中亚命运共同体的特殊历史使命发挥积极作用.
Abstract
China(Xinjiang)Free Trade Zone(XJFTZ,hereinafter)is the 22nd pilot free trade zone established in China,and also the first one set up in the northwestern border area.As the latest'system testing pilot'for reform and opening up,XJFTZ should be built based on the followings:grasping the scientific connotation and essential re-quirements of the construction and development of Xinjiang Free Trade Zone;responding rationally to changes in the current international and domestic situation;starting from the demand for regional development to raise the level of opening to the outside world on all fronts;accelerating the transformation of thinking and concepts and highlight-ing the key points of the work;comprehensively deepening the reform process of institutional innovation in XJFTZ;promoting the high-standard construction and high-quality development of XJFTZ in all round;taking full play to the role of XJFTZ in building the economic corridor between Asia and Europe and working as a bridgehead for Chi-na's opening to the west so as to exert an active role in the special historical mission of building a community with a shared future for China and Central Asia.
