Strategies for Xinjiang to Establish an Export-Oriented Manufacturing Cluster Targeting the Five Central Asian Countries
The inaugural China-Central Asia Summit in 2023(hereafter referred to as'the Summit')was held in Xi'an,China.During the Summit,President Xi Jinping met with the heads of state from the five Central Asian countries,with all parties committed to jointly building a closer China-Central Asia Community with a Shared Fu-ture.The Party Committee and the People's Government of Xinjiang Uygur Autonomous Region place great impor-tance on the development of the Silk Road Economic Belt.Secretary Ma Xingrui emphasized the need to'seize the historic opportunities presented by the Summit,closely follow through on the outcomes of the Summit,and build the core area of the Silk Road Economic Belt with high quality'.Based on an analysis of the outcomes of the Summit and the foundations and advantages of Xinjiang's export-oriented manufacturing industry,this paper proposes that Xinjiang should focus both on seizing the opportunities brought by the Summit,and on the deeper cooperation in key industries such as cotton and textile manufacturing,green mining,new energy and materials,oil and gas pro-duction and processing,and machinery and equipment.By expanding the development space for export-oriented manufacturing,Xinjiang can openly drive its high-quality economic development.
