Comparison and Analysis of Xinjiang Free Trade Pilot Zone and Hainan Free Trade Port in the Process of Chinese Path to Modernization
It was emphasized in the Third Plenary Session of the 20th Central Committee of the Communist Party of China that"openness up is a defining feature of Chinese modernization",and the establishment of free trade pilot zones and free trade ports represents a significant strategic initiative by the Central Government to deepen reform and opening-up for the new era.Hainan Free Trade Port is China's sole free trade port with distinctive Chinese characteristics while Xinjiang Free Trade Pilot Zone,the"youngest"one in China.Both serve as comprehensive ex-perimental platforms for national reform and opening-up,carrying unique missions and responsibilities respectively within the overall framework of national development.This paper,using the latest data and cases,conducts a com-parative analysis focusing on such aspects as their developmental positioning,policy characteristics,industrial lay-out,and policy implementation outcomes.By exploring their similarities and differences in driving economic growth and expanding external openness,the study provides insights into how to leverage their unique advantages,achieve complementarity of advantages,and promote regional economic synergy.Furthermore,it offers references for fully implementing the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of Chi-na,adhering to reform through openness up,enhancing openness capabilities through expanding international coo-peration,and building a new,higher-level open economic system.
