灰色关联度及SWOT分析的新疆生物医药产业发展对策研究

摘要
目的 用灰色关联度法对新疆生物医药产业进行分析,同时结合SWOT分析,找出新疆生物医药产业发展中的不足并提出针对性的改革措施.方法 基于灰色关联度分析新疆生物医药工业年产值的主要影响指标及关联程度,结合新疆生物医药产业内部及外部的SWOT[S(strengths,优势)、W(weaknesses,劣势)和O(opportunities,机遇)和T(threats,威胁)]分析,提出应对策略与建议.结果 灰色关联度分析结果显示,与医药工业年产值的关联度由高到低的主要影响指标分别为专利申请数量、新产品开发项目数量、研究与试验发展人员、企业数量、研发经费、利润总额、研发机构数量.新疆生物医药产业的优势主要是自然资源优势、核心区位优势、民族和区域特色;劣势主要是新疆生物医药产业链发展的顶层设计和总体布局不明确,现有产业基础相对薄弱,科技支撑产业发展能力有待提升.在新发展阶段,丝绸之路经济带核心区的区位优势与国家向西开放的总体布局,为新疆生物医药产业发展创造了良好的环境,但该产业竞争激烈,药品安全监管能力仍然跟不上产业发展的步伐,机遇、挑战与威胁共存.结论 新疆生物医药产业的进一步高质量发展应着重从技术创新、产业布局及政策等层面入手.
Abstract
Objective To analyze the biopharmaceutical industry in Xinjiang using the grey correlation method,and combine it with SWOT analysis to identify the shortcomings in the development of the biop-harmaceutical industry in Xinjiang and propose targeted reform measures.Methods Based on grey corre-lation degree to analyze the main influencing indicators and degree of correlation that affect the annual out-put value of Xinjiang's pharmaceutical industry.Combining with the SWOT[S(strengths),W(weaknes-ses),O(opportunities),and T(threats)]analysis of the internal and external aspects of Xinjiang's biop-harmaceutical industry,response strategies and suggestions are proposed.Results The grey correlation a-nalysis results show that the main influencing indicators of the correlation between the annual output value of the pharmaceutical industry from high to low are the number of patent applications,the number of new product development projects,national and regional characteristics personnel,the number of enterprises,national and regional characteristics funds,total profit,and the number of national and regional character-istics institutions.The advantages of Xinjiang's pharmaceutical industry mainly include natural resource advantages,core location advantages,and ethnic and regional characteristics;The main disadvantage is that the top-level design and overall layout of the development of Xinjiang's biopharmaceutical industry chain are not clear,the existing industrial foundation is relatively weak,and the ability of technology to support industrial development needs to be improved.In the new stage of development,the geographical advantages of the core area of the Silk Road Economic Belt and the overall layout of the country's opening-up to the west have created a good environment for the development of Xinjiang's pharmaceutical industry.However,the competition in the biopharmaceutical industry is fierce,and the regulatory capacity for drug safety still cannot keep up with the pace of industrial development.Opportunities,challenges,and threats coexist.Conclusions Further high-quality development of Xinjiang's biomedical industry should focus on the levels of technological innovation,industrial layout and policy.
