摘要
乡村振兴背景下,中央政府构建了多维度、全覆盖的乡村教育政策体系.乡村教育政策为乡村学校履行乡村教育振兴职能、实施乡村教育治理指路护航.但在现实中,学前教育、义务教育、教师队伍建设等领域仍存在政策执行偏差现象,这成为乡村振兴和教育强国建设中亟须解决的问题.剖析乡村教育政策执行偏差及其生成的社会背景发现,忽视多元主体的利益需求、缺乏多元执行主体之间的统筹协调、教育政策执行与基层教师振兴乡村愿望契合性不足等是乡村教育政策执行出现偏差的主要原因.矫正教育政策执行偏差需厘清教育责任,构建协同信任的教育政策执行机制,促进乡村教育政策执行深度嵌入乡村振兴战略.
Abstract
In the context of rural revitalization,the central government has constructed a multi-dimensional and fully covered rural education policy system.Rural education policies are important policy tools to guide rural schools in fulfilling their functions of promoting rural edu-cation and implementing rural education governance.However,there are still occasional policy implementation deviations in preschool education,compulsory education,and teacher team construction,which has become an urgent problem to be solved in rural revitalization and the construction of an educational powerhouse.Through the analysis of rural education policy im-plementation deviations,it is found that the impact of neglecting the coordination of multiple subjects,lacking the overall coordination between multiple execution subjects,and the insuffi-cient compatibility between rural education policy implementation and rural revitalization,is deeply rooted.On this basis,this study explored the methods to correct the deviation in the implementation of rural education policies,that is,by clarifying educational responsibilities,constructing a collaborative and trustworthy education policy execution mechanism,and pro-moting the deep embedding of rural education policy execution into rural revitalization.
