摘要
发展生态低碳农业是赓续农耕文明的内在要求,是破解环境约束的重要抓手,是推进乡村振兴的关键举措,也是实现共同富裕的有效路径.绿色金融通过优化资金配置,为推进农业生态化、低碳化、绿色化提供资金支持.本文基于金融结构、金融功能、外部性和长尾效应的理论视角,建构绿色金融与生态低碳农业发展的支持逻辑、互动逻辑和实践逻辑,化解农业生态低碳转型的融资约束、特征约束和现实约束,厘清绿色金融对生态低碳农业发展的支持作用及二者的良性互动效应,并提出绿色金融助力中国特色生态低碳农业发展的实践路径,为推进人与自然和谐共生的中国式现代化提供理论支持和政策启示.
Abstract
The development of ecological low-carbon agriculture is an inherent requirement of sustainable ag-ricultural civilization,an important lever to break environmental constraints,a key measure to promote rural revi-talization,and an effective path to achieve common prosperity.Green finance provides financial support for promot-ing ecological,low-carbon,and green agriculture by optimizing funds allocation.Based on the theoretical perspec-tives of financial structure,financial function,the long tail effect and externality,this paper constructs the support logic,interaction logic and practice logic of green finance and ecological low-carbon agriculture,solves the financ-ing constraints,characteristic constraints,and practical constraints of agricultural ecological low-carbon transfor-mation,and clarifies the supportive role of green finance for ecological low-carbon agriculture and the positive in-teractive effect of the two.Besides,this paper proposes a practical path for green finance to support the develop-ment of ecological low-carbon agriculture with Chinese characteristics,which provides theoretical support and pol-icy inspiration for the promotion of Chinese path to modernization in which human beings and nature coexist har-moniously.
