摘要
数字贸易概念范围随着数字经济发展逐步扩大,在贸易标的范围和主体、交付模式和运作环节、数据化平台和数据要素作用上与传统贸易显著不同,数字可交付服务贸易指标是现阶段度量数字贸易的合适指标.数字技术作为生产要素的特殊性决定了全球数字贸易呈现高增长、强韧性,细分行业领域分化发展,发达经济体绝对主导与发展中经济体高增长并存,美、英等国全面领跑,爱尔兰、新兴国家特定细分领域追赶等特征.中国数字贸易发展迅速,但综合竞争力不强,面临软硬件基础设施国际制衡、制度对接壁垒问题.需有针对性地挖掘细分领域数字贸易潜力,以技术创新提升数字贸易软硬件保障,发挥好在国内国际市场中的比较优势,加快制度型开放,减少数字贸易发展阻碍.
Abstract
The scope of the concept of digital trade has gradually expanded with the development of the digital economy,and is significantly different from traditional trade in terms of the scope and subject of the trade object,the delivery mode and operational links,the data-based platform and the role of data elements,and the digital de-liverable services trade indicator is a suitable indicator for measuring digital trade at this stage.The specificity of digital technology as a production factor determines that global digital trade presents high growth,strong tough-ness,differentiated development of niche industry sectors,absolute dominance of developed economies coexisting with high growth of developing economies,the United States and the United Kingdom leading the way in a compre-hensive way,and Ireland and emerging countries catching up in specific niche areas and other characteristics.Chi-na's digital trade is developing rapidly,but its comprehensive competitiveness is not strong,and it faces the prob-lems of international checks and balances in hardware and software infrastructure and institutional docking barri-ers.It is necessary to tap the potential of digital trade in niche areas in a targeted manner,enhance the hardware and software protection of digital trade with technological innovation,give good play to the comparative advantages in the domestic and international markets,and accelerate the systematic opening up to reduce the obstacles to the development of digital trade.
