中国科技金融发展现状、问题及对策建议——以四川为例

摘要
2023年10月底召开的中央金融工作会议提出"加快建设金融强国".金融强国是新时代习近平总书记为我国金融行业发展作出的重要谋划,而科技金融作为金融供给侧结构性改革的重要发力方向,是服务高质量发展的"五篇大文章"之首.本文从我国科技金融的发展脉络和底层逻辑出发,梳理我国科技金融发展体系,结合四川科技金融发展实践剖析我国科技金融发展难点,在借鉴国外发展科技金融先进经验的基础上,提出我国发展科技金融的政策建议,助力新质生产力加快形成,推动高质量发展.
Abstract
The Central Financial Work Conference held at the end of October 2023 proposed to"accelerate the construction of a financial powerhouse".The construction of a financial powerhouse is an important directive proposed by General Secretary Xi Jin-ping for the development of China's financial industry.Science and technol-ogy(S&T)finance,as an important direction of financial supply-side structural reform,ranks first among the"five major articles"that serve high-quality development.This paper begins with the development trajectory and under-lying logic of S&T finance in China,systematically reviews its development framework,combines with Sichuan's practice to analyze China's S&T financial development difficulties.And in the light of the development of foreign S&T finance on the basis of advanced experience,this paper puts forward policy recommendations for the develop-ment of S&T finance in China to help accelerate the formation of new quality productivity and promote high-quali-ty development.
