摘要
数据作为新型生产要素,是数字经济发展的核心推动力,也是金融强国建设必不可少的战略资源.数据要素凭借其虚拟替代性、非竞争性、动态实时性和马歇尔外部性等属性能够帮助普惠金融降本增效,实现高质量发展.然而,在这一过程中也存在着数据确权定价机制不明晰、数据基础设施有待健全、公共数据供给制度不够充分、数据监管体系有待完善等问题.因此,应当充分发挥有为政府和有效市场的作用,从数据市场发展、数据基础设施建设、公共数据供给、数据风险监管等方面着手,实现数据要素赋能普惠金融高质量发展.
Abstract
As a new factor of production,data is the core driving force for the development of digital economy and an essential strategic resource for the construction of a financial powerhouse.Data elements,by virtue of their attributes such as virtual substitutability,non-competitiveness,dynamic re-al-time nature and Marshallian externalities,can help inclusive finance reduce costs,increase efficiency and achieve high-quality development.However,in this process,there are also problems such as unclear data rights and pricing mechanisms,data infrastructure need to be improved,insufficient public data supply system,and data regulatory system need to be perfected.Therefore,we should give full play to the role of active government and ef-fective market,and start from the aspects of data market development,data infrastructure construction,public data supply,and data risk regulation,so as to realize the data elements empowering the high-quality development of in-clusive finance.
