生成式人工智能助力新质生产力的价值证成、技术隐忧与战略因应

摘要
新质生产力的发展需要科技创新的加持,生成式人工智能的技术优势有助于提高生产效率、增强数字经济创新能力,创新生产模式、推动数字经济转型升级,优化资源配置、推动数字经济健康发展.但生成式人工智能本身的技术特质也可能给新质生产力发展带来多维度风险,具体表现在平台垄断风险、技术顺差风险、数据安全风险、科技伦理风险四个方面.为促进生成式人工智能与新质生产力更好融合,需要在国家战略层面上提前建构好生成式人工智能的应用路径:其一,加强合规监管、引导数字市场规范化发展;其二,强化技术供给,激发创新驱动的内生动力;其三,加强信息安全建设,铸牢数据安全的防护屏障;其四,导入价值理性,引领科技发展的人文航向.
Abstract
The development of new quality productivity needs the support of scientific and technology(S&T)innovation,and the technological advantages of generative AI can help to improve production efficiency,enhance the innovation capacity of the digital economy,innovate the production mode,promote the transformation and up-grading of the digital economy,optimize the allocation of resources,and promote the healthy development of the digital economy.However,the technical qualities of generative AI itself may also bring multi-dimensional risks to the development of new quality productivity,which are specifically manifested in the four aspects of platform mo-nopoly risk,technology surplus risk,data security risk,and S&T ethics risk.In order to promote the better integra-tion of generative AI and new quality productivity,it is necessary to construct the application path of generative AI at the national strategic level in advance:firstly,strengthen the compliance supervision and guide the standardized development of the digital market;secondly,strengthen the supply of technology and stimulate the endogenous power of innovation drive;thirdly,strengthen the construction of information security and cast the protective barri-er of data security;fourthly,import the value of rationality and lead the humanistic direction of the development of S&T.
