摘要
科技金融是引领新一轮科技革命和产业革命的重要抓手和杠杆.2023年中央金融工作会议强调要做好科技金融等五篇大文章,党的二十届三中全会指出要构建同科技创新相适应的科技金融体制.本文在对科技金融发展历史回顾的基础上,结合中国科技金融实践,对科技金融发展成效进行了综合评价和分析.研究发现:国际上四次工业革命时期的科技金融形式不同,发挥的作用也有差异;中国科技金融发展经历了四个阶段,第四次工业革命以来的科技金融发展成效显著,重点城市的科技金融发展水平较高但分化突出;国内外经验表明银行是科技金融的主力军,资本市场是生力军.最后,本文提出我国科技金融发展的优化路径及政策建议.
Abstract
Sci-tech finance is an important grip and lever to lead the new round of scientific and technological revolution and industrial revolution.The 2023 Central Financial Work Conference emphasized the need to do a good job in five major articles,including sci-tech finance,and the Third Plenary Session of the 20th CPC Central Committee pointed out the need to build a science and technology financial system that is compatible with science and technology innovation.Based on the historical review of the development of sci-tech finance,this paper com-prehensively evaluates and analyzes the effectiveness of the development of sci-tech finance in light of the prac-tice of sci-tech finance in China.The study finds that the forms of sci-tech finance during the four international in-dustrial revolutions were different and played different roles.China's sci-tech finance development has gone through four stages,the development of sci-tech finance since the fourth industrial revolution has been effective,the development level of sci-tech finance in key cities is high but the differentiation is prominent;domestic and in-ternational experience shows that banks are the main force and the capital market is the new force of sci-tech fi-nance.Finally,this paper puts forward the optimization path and policy suggestions for the development of sci-tech finance in China.
