"双碳"目标下碳标识制度的功能定位及其实现路径

生产方式和生活方式绿色低碳转型是实现"双碳"目标的重要举措.在此背景下,碳标识制度的功能在于通过碳信息披露实现对绿色生产和绿色消费的有效引导.本文基于"双碳"目标背景,从理论上厘清碳标识制度的功能定位、从实践上考察其"碳信息披露"功能实现的障碍,并在此基础上分析实现碳标识制度功能的基本逻辑和具体路径,以期为完善相关政策和立法、推动形成绿色低碳生产生活方式、助力"双碳"目标实现提供理论参考.
Functional Positioning of the Carbon Labelling System and Its Realization Path Under the"Carbon Peaking and Carbon Neutrality"Goals
Green and low-carbon transformation of production and lifestyle is an important measure to achieve the"carbon peaking and carbon neutrality"goals.In this context,the function of the carbon labeling system is to effectively guide green production and green consumption through carbon information disclosure.Based on the background of"carbon peaking and carbon neutrality"goals,this paper clarifies the functional positioning of car-bon labeling system from theory,examines the obstacles to the realization of its function of"carbon information dis-closure"from practice,and analyzes the basic logic and specific path to realize the function of carbon labeling sys-tem on the basis of this,with the purpose of providing theoretical reference for improving relevant policies and leg-islation,promoting the formation of green and low-carbon production and lifestyle,and contributing to the realiza-tion of"carbon peaking and carbon neutrality"goals.
