数字普惠金融对农业新质生产力的影响效应及政策建议

发展农业新质生产力是推动农业高质量发展的内在要求和重要着力点,数字普惠金融依托数字化优势为农业产业畅通"金融血脉",激活农业产业高质量发展的内生动力.文章基于2011-2022年中国31个省份面板数据,通过构建双向固定效应模型、中介效应模型、门槛效应模型和空间杜宾模型,实证分析了数字普惠金融对农业新质生产力的影响效应.结果表明:数字普惠金融能够显著提升农业新质生产力,但在不同粮食产区具有不同的影响效果;数字普惠金融通过提升科技创新水平和消费水平促进农业新质生产力提高;数字普惠金融对农业新质生产力的促进作用存在基于自身和信息基础设施建设的非线性递增效应;数字普惠金融对农业新质生产力提升具有显著的空间溢出效应.最后,基于以上研究结论,分别从增强农业科技创新金融扶持、完善农村地区信息基础设施、加强农业人才培养、实施区域差异化金融政策和优化数字普惠金融服务体系等五个方面提出了促进农业新质生产力提升的政策建议.
Impact of Digital Inclusive Finance on Agricultural New Quality Productivity and Policy Suggestions
The development of agricultural new quality productivity is an inherent requirement and an impor-tant focus to promote the high-quality development of agriculture.Digital inclusive finance relies on digital advan-tages to smooth the"financial blood"of the agricultural industry and activate the endogenous driving force of high-quality development of the agricultural industry.Based on the panel data of 31 provinces in China from 2011 to 2022,this paper empirically analyzes the impact of digital inclusive finance on agricultural new quality productivi-ty by constructing two-way fixed effect model,intermediary effect model,threshold effect model and spatial Durbin model.The results show that digital inclusive finance can significantly improve agricultural new quality productivity,but it has different effects in different grain producing areas.Digital inclusive finance promotes the improvement of new quality agricultural productivity by improving the level of scientific and technological innova-tion and consumption.The promotion effect of digital inclusive finance on agricultural new quality productivity has nonlinear increasing effect based on itself and information infrastructure construction.Digital inclusive finance has a significant spatial spillover effect on the improvement of agricultural new quality productivity.Finally,based on the above research conclusions,this paper puts forward policy recommendations to promote the new quality pro-ductivity of agriculture in five aspects,namely,enhancing financial support for agricultural science and technology innovation,improving information infrastructure in rural areas,strengthening the training of agricultural talents,implementing regionally differentiated financial policies,and optimizing the digital inclusive financial service sys-tem.
