The International Experience of the Just Transition Fund and Its Inspiration and Reference for China
In order to ensure the fairness and sustainability of economic transformation,just transition has be-come an important social mechanism to support the fight against climate change.The Just Transition Fund is a ma-jor innovation in the financial sector to support just transition.The Just Transition Fund set up by the European Union supports the realization of just transition in regions,industries and groups that are seriously affected by the transition in member States,its operational mechanism is complete and its operational effect is prominent,with certain characteristics and advantages in promoting social justice and environmental protection in the transition process of member States,thus becoming the first pillar of the just transition mechanism of the European Union.Compared with the just transition funds of other economies,the European Union Just Transition Fund is character-ized by its large scale,stable source of funding,and complex operational mechanism,which has effectively brought into play the role of financial funds in supporting just transition.In order to cope with the challenges of just transi-tion in China,it is recommended to draw on international experience,establish a national-level just transition fund,formulate regional just transition plans,establish supporting mechanisms,strengthen financial and fiscal co-operation,and promote low-carbon economic transition and sustainable development.
