干群关系对农户环境治理行为的影响

基于2020 年50 个县(市)、156 个乡(镇),共300 个行政村的2844 个样本量数据,构建"干群关系—规则认同感和村委满意度—农户环境治理行为"理论分析框架,采用Oprobit模型、稳健性检验等方法,研究干群关系对农户环境治理行为的影响及内在机制。结果表明:干群关系会对农户环境治理行为产生显著的正向促进作用;机制分析表明,干群关系对农户环境治理行为的正向影响,主要通过规则认同感和对村委的满意度两条路径进行传导;干群关系不会因收入水平的差异造成农户环境治理行为的不同。据此提出从干群关系相处入手,有针对性地促进农户参与环境治理行动,以期为保障农村生活环境提供经验。
Research of the Effect of Cadre-group Relations on the Environmental Governance Behavior of Farming Households
Based on the data from 50 counties(cities),156 townships(towns),a total of 300 administrative villages,and 2844 sample sizes in 2020,we constructed the theoretical analysis framework of'cadres and groups re-lationship-rule identity and village committee satisfaction-environmental governance behavior of farmers',and a-dopted the Oprobit model,robustness test and other methods to study the influence of cadres and groups relationship on the environmental governance behavior of farmers and its inherent mechanism.The results show that the relation-ship between cadres and groups will have a significant positive effect on the environmental governance behavior of farmers;the mechanism analysis shows that the positive impact of the relationship between cadres and groups on the environmental governance behavior of farmers is mainly transmitted through 2 paths of the sense of identity with the rules and the satisfaction with the village committee;and the relationship between cadres and groups will not result in the difference of environmental governance behavior of farmers due to the difference of the income level.Accordingly,it is proposed that the participation of farmers in environmental management actions be promoted by targeting the rela-tionship between the cadres and the community,to provide experience in safeguarding the rural living environment.
