基于战略视角的高校教师绩效评价指标体系构建

将发展战略理念引入高校教师绩效评价指标体系的构建,从高校战略发展的组织构架出发,通过对基于发展战略的绩效评价逻辑分析,形成高校教师绩效评价的逻辑结构图.以样本高校问卷调查的方法初步确立评价指标框架,运用层次分析法建立判断矩阵、计算特征向量并验证一致性,从而逐级确定各级指标权重.最后,结合我国高校实际,就用好绩效评价的"指挥棒"、充分发挥绩效评价的"战略性"提出展望与建议,以期对处于改革浪潮中的高校治理提供有益借鉴.
Construction of performance evaluation system of university teachers based on a strategic perspective
The development strategy concept was introduced into the construction of university teachers'performance evaluation index system.It started from the organizational structure of the university strategic development,formed a logical structure chart of university teachers'performance evaluation through the logical analysis of performance evaluation of development strategy.The framework of evaluation indicators was preliminarily established by the method of questionnaire survey of sample universi-ties,and then the analytic hierarchy process(AHP)was used to establish the judgment matrix,calculate its feature vectors and verify the consistency,so as to determine the weights of indicators at all levels.Finally,combined with the actual situation of Chinese universities,prospects and suggestions were put forward for effectively utilizing performance evaluation as a baton and fully leveraging its strategic,in order to provide valuable references for university governance in the wave of reform.
