中国式现代化进程中的区域教育高质量发展:理论内涵、战略构想和实践路径

中国式现代化进程中的区域教育高质量发展内蕴战略协同、资源整合与生态和谐之意。作为复杂系统工程,区域教育高质量发展应保持战略先行,坚持系统观念,以生态位战略建构区域教育高质量发展新格局;坚持联通意识,以生态链战略营造区域教育高质量发展新环境;坚持问题导向,以生态力战略塑造区域教育高质量发展新动能。进而在战略指导下,一方面聚焦实践体系中的结构性矛盾,以区域城乡教育一体化、区域职普教育融通化和区域家校社育人协同化发展,优化区域教育实践结构;另一方面关注保障体系中的制约性因素,通过出台区域教育新政策、发展区域教育新评价和开展区域教育新治理,提升区域教育保障能力。由此,双向并行探索我国区域教育高质量发展的实践进路。
High-quality Development of Regional Education in the Process of Chinese Modernization:Theoretical Connotation,Strategic Vision and Practical Approach
The high-quality development of regional education in the process of Chinese modernization connotates strate-gic synergy,resource integration and ecological harmony.As a complex system engineering,the high-quality develop-ment of regional education should put the strategy in the first position,adhere to the system concept,and construct a new pattern of regional education development with ecological position;it should adhere to the sense of connection and create a new environment for regional education development with ecological chain;it should adhere to the problem ori-ented principle,and shape a new kinetic energy for regional education development with ecological force.Under the guidance of the strategic plan,we should optimize the structure of regional education practice by taking the integration of urban and rural education as the new goal,the integration of general education and vocational education as the new path,and the synergy of home,school and society as the new strategy;Then we should improve the regional education guarantee system by introducing new education policies,developing new evaluation and governance of education,so as to explore the practical path of China's regional education modernization in both directions.
