Internal Logic of the Effectiveness of Party Building Leading Urban Community Governance:An Analytical Framework Based on "Party Function-Social Participation"
Clarifying the internal logic of the effectiveness of Party building leading urban community governance is the premise of improving the effectiveness of community governance.Guided by the goal of building a neighborhood govern-ance community led by the Party organization,and based on the internal relationship between political parties and socie-ty,we can find that the relationship between Party building and social participation should be handled well by the ana-lytical framework of"Party function-social participation".Its effectiveness depends on the level of Party function and social force participation.The intersection of the two forms four governance models:"abandonment style","control style","autonomy style",and"leading style".They respectively reflect the hidden logic thatpolitical parties have no re-lationship with society,political parties integrate society,political parties empower society,and political parties leads so-ciety.Among them,"leading style"is the most effective model,because it can use the Party function to activate social participation,and form a pluralistic co-governance pattern under the leadership of political parties.To achieve this mod-el,efforts need to be made from three aspects:empowerment to improve the function of political parties,extensive mo-bilization to improve social participation,and integration of Party building and governance to improve coupling degree.At a deep level,the ultimate goal of the effectiveness of Party building leading urban community governance is the bal-ance between order and vitality,while the core role of Party leading is to solve this duality problem.
