The Historical Logic,Institutional Code and Practice Pattern of Party Building Leading Community-level Governance:An Analysis Beyond the "State-Society" Paradigm
In the practice of governance,the Communist Party of China has provided high-quality leadership in national development with its distinctive political character and strong political advantages,integrating itself into social govern-ance at a high level to advance the Chinese Path to Modernization.However,the"state-society"paradigm derived from Western academic discourse cannot provide a scientific explanation for China's governance narrative,and presents a state of loss of voice in terms of microscopic perspective,theoretical logic,and structural methods.Looking back at the historical logic of Party building leading community-level governance since the reform and opening up,through neigh-borhood Party building,community Party building and regionalized Party building,the core position and strategic func-tions of Party building in community-level governance have been continuously expanded.Meanwhile,the Party building mechanism is deeply integrated into community-level governance,realizing the transcendence of"administrative govern-ance","polycentric governance"and"technical governance",and then demonstrating the community-level code of"gov-ernance of China"in the process of resolving the three major dilemmas and deficiencies.At the practical level,by lead-ing the capacity building of political power,integrating into the social governance system,and penetrating the emergen-cy governance process,Party building provides an important guarantee for improving the efficiency of community-level-governance,consolidating the Party's ruling foundation,and maintaining social security and stability.As the institution-al advantage,practical quality and important magic weapon of China's community-level governance,the leadership of Party building has become a logical starting point and a fait accompli for surpassing the Western governance paradigm and constructing an independent knowledge systemwith Chinese characteristics.
