The fundamental goal of promoting philosophy and social sciences discipline construction is to construct China's independent knowledge system,and the scientific effectiveness evaluation of philosophy and social sciences dis-cipline construction is an important means and a logical necessity to achieve this goal.The highly coupled and interrelat-ed analytical framework of"independent construction-effectiveness evaluation"aims to promote the construction of in-dependent knowledge system to better provide worldview and methodological guidance for the effectiveness evaluation,give fuller play to the role of the baton and weathervane of effectiveness evaluation,and promote the knowledge innova-tion,theoretical innovation and methodological innovation of philosophy and social science disciplines.Based on this an-alytical framework,the effectiveness evaluation should fully follow the development law of Chinese philosophy and so-cial sciences,meet discipline development policies,overcome the core dilemma of the current evaluation of philosophy and social sciences,and be guided by maintaining the political orientation and Chinese paradigm,paying attention to the construction process and development potential,emphasizing on the connotative development and the substantive inno-vation,and applying diversified standards and professional methodology,to ensure that evaluation activities can serve the construction of independent knowledge system.The focus of practice includes examining the mechanism for educa-ting people in philosophy and social sciences and its effectiveness,assessing the rationality of the faculty echelon and the mechanism for attracting and nurturing talents,perfecting the mechanism for scientific research evaluation centered on the evaluation of masterpieces,implementing the"case-based"evaluation of social influence,and generating the"inde-pendent construction-effectiveness evaluation"diagnostic closed-loop evaluation report.
