Dual-track Co-governance:The Governance Practice in Transitional Community
Transitional community is a new type of community emerging in the process of rapid urbanization.It is of great significance to explore the governance model that matches its social foundation for promoting the modernization of grass-roots governance system and governance capacity in China.The author investigates that Jiangsu,Zhejiang and other developed areas have established a"dual-track governance"pattern based on the social foundation,governance en-vironment and institutional system of transitional communities.This pattern employs technical rules to manage admin-istrative events with the characteristics of"city"and traditional relationship governance to address autonomous events with the characteristics of"township".Dual-track co-governance constitutes a process-oriented governance rooted in ru-ral areas.It mainly promotes the administrative track operation through the professionalization of community cadres and the administrative reform of governance system,and the development of public services and project resources to ru-ral areas.Simultaneously,it enhances autonomous track construction by decentralizing autonomous units,mobilizing so-cial elites,introducing formal institutions,and reshaping autonomous rules.Therefore,the construction of administra-tive system and the practice of village autonomy system jointly constitute a comprehensive grass-roots governance structure,effectively coping with the complex governance demands of transitional communities,which combine rural core with urbanization development.However,this model needs to be matched with the social foundation of governance resources and affairs,and cannot be blindly replicated without considering reality.
