Administration Piggybacking Society:A Study on Government Adjustment Behavior in Grassroots Governance Innovation——Based on the Empirical Case Analysis of S District in Z Province
In a rapidly modernizing country,the adaptability of the government is an inevitable requirement to ensure the stable operation of the grassroots governance system.In recent years,with the continuous advancement of the standard-ization of the grassroots governance system,the strengthening of grassroots accountability and the increasing pressure of innovation,grassroots governance is facing the transformation dilemma of institutional rigidity,and the adjustment space within the grassroots administrative system is gradually shrinking.In order to resolve the pressure of the bu-reaucracy and rebuild the autonomous administrative space,the grassroots government will actively break through the boundary of the administrative bureaucracy and engage in"strategic cooperation"with social organizations,and strengthen its own adaptability through"administration piggybacking society"."Administration piggybacking society"is a new type of external adjustment behavior undertaken by the grassroots government.It not only exceeds the previous explanatory framework of"strategism","collusion","avoidance of responsibility"and"innovation of work mechanism",but also deepens the embeddedness perspective in the relationship between the government and the society.It serves as a crucial entry point for reinterpreting the resilience and adaptability of the grassroots governance system.Therefore,we should actively share the Chinese experience and theoretical proposition of institutional flexibility and adaptivemain-tenance under the adjustment ability of grassroots governments through the interpretation and analysis of the complex practical process and mechanism of"administration piggybacking society",and provide methodological insights for the modernizationof grassroots governance.
