New Rural Talents Promoting Rural Revitalization:Village Differences,Categories of New Rural Talents and Mode of Action——Taking Four Types of Villages in Z City in Western Guangdong as an Example
The topic of new rural talents promoting rural revitalization has attracted much attention from different sec-tors of society.The organization of new rural talents is an inevitable requirement for their participating in the standardi-zation,institutionalization and orderly governance of rural areas.Based on the research data of four types of villages in western Guangdong,this paper analyzes the correlation between the categories and the organization of new rural talents.It reveals that,as an endogenous social organization,the organization of new village talents should adhere to the internal order arrangement of the village and rely on the internal powerful motivation.This is mainly manifested inthe central-ized local authority and strong solidarity structure;only in the case of serious shortage of endogenous motivation,the external intervention of the government authority is necessary to integrate resources of new village talents.On this ba-sis,strategies are categorized into three types of imbalance corresponding to the mode of action:"village organization of new rural talents+project accountability system","new rural talents+two village committees in village+villager representative compound governance organization",and"government promotion+town-level organization of rural tal-ents+paired assistance".In order to having a demonstration effect,these modes should be implemented from establis-hing the trust relationship,actively building the platform carrier and improving the institutional mechanism to seek breakthroughs,so as to deal with the realistic governance dilemma and facilitate the framework of a multiple collabora-tive rural governance.
