Towards High-Quality Coordinated Development of Regional Higher Education:An Analysis Based on Multiple Institutional Logics
The coordinated development of regional higher education has emerged as a strategic pillar for strengthening education and advancing regional modernization.Despite slow progress,several institutional factors exist.The advance-ment of coordinated development in regional higher education is a complex and contradictory process driven by the in-teraction of multiple institutional logics.The central government acts with the dual orientation of promoting regional connectivity and cooperation and stimulating local competition,local governments weigh between cooperation and com-petition with the goal of maximizing local interests,public universities lack the endogenous motivation to engage in re-gional cooperation due to the centralized higher education governance.To achieve high-quality coordinated development of regional higher education,it is necessary to mainly address local government competition and promoting reforms in government-university relations,innovating governance systems both at the central-local and national-social levels.Some key measures could be explored including incorporating coordinated developmentof regional higher education into the local government performance assessment,optimizing the coordination mechanism of the central government on the regional higher education cooperation of local governments,expanding the autonomy of public universities to enhance-their regional cooperation space,and supporting the deep participation of social forces in regional higher education coop-eration.
