"Benefits All"or"Strong Alliance":The Logic and Practical Consequences of Resource Allocation for Village Assistance During the Transition Period
Village-based assistance is an important institutional support for consolidating poverty alleviation achieve-ments and continuing to promote rural revitalization during the transition period.Through a survey and research on the village assistance work in two counties in the western region,it found that,unlike the"benefits all"policy of emphasi-zing comprehensive assistance during the poverty alleviation period,the allocation of resources during the transition pe-riod is more focused on"Strong Alliance".Under the guidance of the working mechanism and goals of creating demon-stration sites for rural revitalization,some key rural construction projects and resources are captured by a few advanta-geous villages.In that case,there is a rational"Jointly Plan"between the strong subject and object of village assistance,while some vulnerable villages are deeply trapped in a dilemma of weak infrastructure and scarce external resources.The"Strong Alliance"between the subject and object has to some extent led to behavioral biases of the officials,emer-ging unfairness at a village level,low institutional efficiency,and the dilemma of low-level management.Therefore,it is imperative to accelerate the construction of a precise allocation of assistance resources in villages and a mechanism for coordinating and sharing county-level resources,to expand resource supply channels,and to optimize the deployment structure,so as to enhance the fairness and efficiency of resource allocation.
