丘陵区高标准基本农田建设条件及潜力分析--以重庆市荣昌县为例

高标准基本农田建设不仅是新形势下对耕地保护制度的一个创新,也是实现耕地保护由数量保护向数量、质量保护并重的一个重要途径.本文参考《高标准基本农田建设规范(试行)》(国土资发[2011]144号),基于重庆市荣昌县高标准基本农田的调研成果,针对丘陵区耕地资源的特殊性,对荣昌县高标准基本农田建设基础条件进行分析,结合国家下达给重庆市的34.67万 hm2高标准基本农田建设指标任务,进而从耕地坡度、有效土层厚度和集中连片程度三个核心指标层面对丘陵区高标准基本农田建设条件及潜力进行分析.研究实例表明:丘陵区特定耕地资源禀赋下高标准基本农田建设要求应在国家建设要求基础上适当降低;选取坡度、有效土层厚度、耕地集中连片度、灌溉保证率以及农业产业规模5个影响因子进行高标准基本农田建设潜力评价,结合潜力空间布局,划分高标准基本农田建设重点示范片,并结合特色产业划分产业核心区,使划定结果更加科学合理.
On Conditions and Capacity of High Standard Basic Farmland Construction in Hilly Area---Taking Rongchang County of Chongqing as a Case
The construction of high standard basic farmland is not only an innovation of farmland-protection system under new situation,but also an essential way to transform the pattern of protecting farmland from assuring the quantity to assuring both the quantity and quality.In this paper the conditions of high stand-ard basic farmland construction in Rongchang county has been analyzed from the three index levels of culti-vated land slope,centralized contiguous degree and soil layer thickness,discussing construction condition of high standard basic farmland in hilly area of Chongqing,referring to the policy of “the construction cri-terion of high standard basic farmland (trial)”,basing on the investigations of areas which conditions meet the construction condition of high standard basic farmland,directing at the specificity of cultivated land in hilly area,and also combining to the 520 mu assignment of Chongqing.Results showed that the construc-tion of high standard basic farmland standards should be lower than the national construction standards un-der the cultivated land resource endowment of hilly region.Slope,effective soil layer thickness,concen-trated degree of cultivated land,probability of irrigation and the agricultural industry scale have been se-lected to conduct potential evaluation of the high standard basic farmland construction,combining with po-tential space layout,key demonstration zones of the high standard basic farmland construction are divided, and industrial cores are divided which are combined with characteristic industry,making the divided results more scientific and reasonable.
