The input-output model (DEA) is used to analyze the performance of large stadiums free and low-cost opening under the strategy of expanding domestic demand in China,including the input-output efficiency of fi-nancial subsidies,the input-output efficiency of site resources,etc. Based on Smith's policy implementation theo-ry,the paper also analyzes the constraints of venue policy performance around the policy itself,implementing agen-cies,target groups,environment,etc. The optimization path of venue opening policy is proposed,including impro-ving the subsidy index system for venue opening,exploring the issuance of gym tickets,optimizing the performance evaluation index system,strengthening the performance evaluation of venue opening,and accelerating the pace of information construction,etc.
