From the Song Dynasty,rulers of Jiangxia,Jiayu,Xianning and Puqi have continually built and re-built embankment to fight against the flood in the Yangtze River. however,the embankment did not play a good role because of the unbalanced interest and concern from the involving parties. complicated relationship. During the Wanli period of the Ming Dynasty,the embankment joining the four regions was reinforced and rebuilt under the suggestion and coordination of LI Liao,a Jiayu native,named as Siyi Embankment (public embankment of four re-gions),which works well in flood prevention and control. LI Liao advocated and coordinated actively in preparatory work,adopted flexible measures in policy planning and budgeting,which ensured the success of the Siyi Embank-ment project.
