The Legal Dimension of Local Government's Obligation to Maintain Ecological Security in the High-Quality Development of the Yangtze River Economic Belt
The Yangtze Economic Belt bears on the overall development of the country,which has to balance the development and security.In the long term,the Yangtze River Economic Belt depends on efficient ecological security maintenance to achieve high-quality development.It is the national government's responsibility to ensure ecological security.Local governments in the Yangtze River Economic Belt are guided in upholding their ecological security obligations by the national goal,new development philosophy,and national fundamental task to"promote coordinated material,political,cultural-ethical,social,and ecological advancement"as stated in the preamble of China's Constitution.The Constitution's national security and environmental protection clauses make it quite clear that local governments in the Yangtze River Economic Belt are required to preserve ecological security.The current state of regional development disparities and the loss of regional environmental rights protection have made it difficult for local governments to carry out their duties of preserving ecological security.In the future,we have to uphold the ecological priority principle,enhance the institutional framework for preserving ecological security,boost the effectiveness of collaborative regional governance,guarantee the ecological security of the Yangtze River Economic Belt,and assist the region in attaining high-quality development.
