The Principle of Administrative Coordination in the Governance of Megacities
Megacities are characterized by high population density, large scale, strong mobility and aggregation, necessitating governance that follows the principle of administrative coordination. The principle of administrative coordination in the governance of megacities can be manifested through the establishment of collaborative organizational structures, such as joint offices for party and government, administrative integration, and joint institutions between the government and society,as well as the collaborative use of administrative power, including coordination between party and government organs, among administrative organs, between administrative organs and other bodies, and between administrative organs and society. In the operation of the principle of administrative coordination,it is essential to reasonably allocate party and administrative affairs, form clear divisions of responsibilities among the coordinating parties, maintain dynamically balanced power relationships, and establish a clear accountability system.Meanwhile, administrative organs should appropriately exercise coordinated discretionary power and encourage social entities to participate in administrative activities.
