The Regulatory Experience of"Controlled Unclassified Information"in the United States and Its Useful Reference
The regulation of controlled unclassified information in the United States has achieved significant results and accumulated rich experience.Understanding these has positive reference significance for the management and utilization of important data in China.By comprehensively utilizing methods such as literature review and comparison,key concepts such as controlled unclassified information and important data are first defined,and applicability is obtained by comparing the situation between China and the United States.Next,a brief review of the current research status will be conducted,and the main experience and character of regulating"controlled unclassified information"in the United States will be described and analyzed.Based on this,useful references for China will be summarized.The following suggestions are proposed for reference:improving relevant laws,regulations,and policies for the protection of important data;conduct identification and classification management of important data;cay attention to the balance between important data protection,national security,and public interests;reasonably learn from the"sublation"-to avoid deficiencies in the regulation of controlled unclassified information in the United States.
