摘要
PPP(Public-Private Partnership)是政府在兴建基础设施时进行融资的一种模式.海口市美兰区公共图书馆于2016年引进PPP模式进行建设.建成并运营五年来的实践证明,公共图书馆运用这一模式创建并运营,总体利大于弊.相对于海南特定的经济文化社会现状,PPP模式对推动文化与图书馆事业的建设发展,具有明显的现实需求和适应性.
Abstract
PPP(Public-Private Partnership)is a model of government financing for building infrastructure.The Meilan District Public Library,Haikou City,was constructed in 2016 by introducing the PPP model.Built and operated for five years,the practice has proved that public libraries use this model to create and operate,and the overall benefits outweigh the disadvantages.Relative to the specific economic,cultural,and social status of Hainan,it has obvious practical needs and adaptability to promote the construction and development of culture and library undertakings.
