Research on the Construction of an Ethical Framework for Data Governance in Smart Libraries
The ethical framework of data governance is an ethical model that supports data governance practices,providing a panoramic ethical decision-making,constraint,and support framework for guiding,evaluating,and supervising data governance work in smart libraries.On the basis of systematically sorting out the current status and existing problems of ethical research on library data governance,this article elaborates on the role of the ethical framework for smart library data governance,and further studies the construction of a smart library data governance ethical framework with data resources as the core,ethical risk prevention and control as the driving force,and the integration of data resource ethics governance and value realization.The article also elaborates on the sub framework elements in detail.The ethical framework for smart library data governance includes three sub frameworks:aggregation of ethical elements of data governance,risk prevention and control,and adaptation evaluation.It is composed of six parts:ethical planning,ethical protection,risk scope,prevention and control process,ethical adaptation,and evaluation optimization of data governance.It is a theoretical model and methodology for solving ethical issues in smart library data governance,and not only provides value standards for solving ethical issues in data decision-making,Moreover,it provides action guidelines for ethical risk prevention and control,subject adaptation,and performance evaluation in data governance,thereby providing theoretical reference for the operational compliance,risk controllability,and value realization of smart library data.
