The promulgation of the"14th Five-Year Plan for Public Services"fully reflects the country's determination to comprehensively promote the development of inclusive non-basic public cultural services.While ensuring the sound provision of basic public cultural services,public libraries should also scientifically construct the concept of developing inclusive non-basic public cultural services based on their service characteristics,providing beneficial supplements to meet people's pursuit of a more fulfilling,richer,and higher-quality life.In the implementation process,public libraries should proactively anticipate that non-essential services still carry certain legal risks.It is necessary to align with the characteristics of their own industry,clearly define the content and scope of services,establish correct concepts,formulate detailed rules,regulate the market,improve the mechanism for diverse participation,and ensure the legality and sustainability of the services.
