Transforming Strong State Capability into Effective Grassroots Governance:From the Perspective of Implementing State Governance in the Rural Areas
The rural work that centers on solving the issues relating to agriculture,rural areas and farmers requires not only completing the top-down tasks but also extensively interacting and mobilizing the general public.Rural governance has the attribute of both state and grassroots governance.While the state governance is enhanced at the grassroots level with the reform of the social governance system as well as the popularization and utilization of technological means in parts of China,the local autonomy is undermined in the grassroots govemance.In the context of China's growing national comprehensive strength,the key to modemizing rural governance is to transform strong state capability into effective grassroots governance.Proactive policies for agriculture,rural areas and farmers are the foundations of good rural govemance.Based on these foundations,it needs to take into account the local conditions,complexities and regional disparity of the work related to agriculture,rural areas and farmers and make good use of favorable policies to arouse the initiatives of the farmers so as to maintain the consistency of policies while adapting to local conditions and keep the state governance consistent with grassroots gover-nance.
