Building a Legal Governance System for Live-streaming Sales from the Collaborative Governance Perspective
Live-streaming sale is a new type of online shopping that integrates live-streaming and online shopping.It is an expansion of traditional online shopping in terms of information interaction and shopping experience.However,it remains in essence a continuation of traditional online shopping in the field of e-commerce.While it promotes the high-quality development of China's economy,live-streaming sale still faces the governance challenges of illegal behaviors such as quality defects,false advertising,and tax evasion.These have seriously infringed the legitimate rights and interests of consumers and undermined the market order of fair competition.From the collaborative governance perspective,the authority of the legal governance system is constantly challenged by the chaos in the legislative system,the dispersion of law enforcement resources,and the traditional social supervision channels in the field of live-streaming sale.To solve these problems,a governance system that focuses on the parties of dispute should be built to realize the internal collaboration among different legal norms in terms of legislation.In terms of law enforcement,big data and other technologies should be applied to strengthen the supervision capacity,and full play should be given to the efficiency of platform autonomy and social forces to build a legal governance system featuring multiple and collaborative governance.
