数字化转型提升粤港澳大湾区产业链韧性的逻辑机理与发展路径

中文摘要：数字经济通过产业数字化和数字产业化推动粤港澳大湾区产业体系发生深刻变革.文章基于城市群内产业链发展的充分性、城市群间的协同性以及国际循环中的匹配性目标,探寻数字化转型驱动产业链韧性提升的路径.产业链韧性可具体分解为供需链韧性、企业链韧性、空间链韧性和价值链韧性四个方面.数字化转型对供需链韧性的提升作用体现为供给端生产效率改善效应和需求端需求扩张效应,对企业链韧性的提升作用表现为平台网络化效应,对空间链韧性的提升作用表现为要素集聚效应,对价值链韧性的提升作用主要表现为数智创新效应.通过梳理粤港澳大湾区数字化转型现状,发现其在提升产业链韧性方面存在许多现实约束,表现为产业链和价值链仍处于全球的中低端环节,产业链供应链跨区域协作壁垒仍存在,产学研用融合短板突出,创新链与产业链衔接精准度偏低,关键核心技术受制于人,数字产业化发展不均衡,产业链供应链数字化进程有待深化.鉴于此,粤港澳大湾区要深化产业链供需耦合、强化数字化平台支撑、畅通资源要素流动以及加快关键核心技术攻关,从供需链、企业链、空间链和价值链四个维度进一步提升粤港澳大湾区产业链韧性.

外文摘要：Digital economy has driven profound changes in the industrial system of the Guangdong-Hong Kong-Macao Greater Bay Area in the form of industrial digitization and digital industrialization.Based on the adequate development of industrial chains within the city cluster,the synergy between different city clusters,as well as meeting the demands of international markets,this paper explores the path of digital transformation in improving the industrial chain resilience.Industrial chain resilience consists of four aspects:supply-demand chain resilience,enterprise chain resilience,spatial chain resil-ience and value chain resilience.The positive effect of digital transformation on the supply-demand chain resilience is reflected in improving production efficiency on the supply side and expanding demand on the demand side.Its positive effect on the enterprise chain resilience is showed in the network-based platforms.Its positive effect on spatial chain resilience is showed in the agglomeration of factors,and its positive effect on the value chain resilience is mainly reflected in the digital and smart innovation.By reviewing the status quo of digital transformation in the Guangdong-Hong Kong-Macao Greater Bay Area,it is found that there are many practical constraints in improving its industrial chain resilience.Such constraints are demonstrated that both its industrial chain and value chain remain at the medium and low end globally;barriers remain in cross-regional collaboration between its industrial chain and supply chain;there are prominent weak links in the integration of industry,education,research and application;the alignments between its innovation chain and industrial chain remain low;the core tech-nologies in key fields are controlled by foreign suppliers;the digital industrialization remain unbalanced,and the digitalization progress of its industrial chain and supply chain needs to be further improved.Therefore,the Guangdong-Hong Kong-Macao Greater Bay Area needs to enhance the supply-demand coupling of its industrial chain,strengthen the support of digital platforms,make it easier for the flow of resources and factors,and step up the efforts to secure breakthroughs in core technologies in key fields.This will help further improve the industrial chain resilience in the Guangdong-Hong Kong-Macao Greater Bay Area in terms of the supply-demand chain,enterprise chain,spatial chain,and value chain.
