Resilience of Community Digital Governance:From Theoretical Dimension to Practical Dimension
The resilience of community digital governance represents a continuation and practical innovation of community resilience governance theory.It focuses on the mutual adaptation between digital technology and risk governance against the backdrop of risk society and digital transformation and aims to continuously improve the adaptability,learning ability and recovery capability of communities to achieve their sustainable development.This paper analyzes the practical approaches and realistic difficulties in boosting resilience of community digital governance within the framework of"subject-capacity-process"from the social-ecological system perspective.It goes beyond the one-dimensional applications of technology under the empowerment theory and emphasizes on the diverse interactions among the govern-ment,society,and technology,as well as the integration and adaptation between technological resilience and resilience governance.Given the obstacles in boosting the resilience of community digital gover-nance such as imbalance in authority among participating parties,lack of interactions in the governance,as well as overemphasizing on formalities and paying less attention to real effectiveness in the gover-nance process,this paper proposes to go beyond the formal logic of overemphasizing on technology and technological dependence and puts forward the Chinese approach to governance in building digitally resil-ient communities by adopting a collaborative governance model to include the participating parties in the digital governance,revitalizing digital governance capability through local cultural identity,and focusing on satisfying people's needs in boosting community resilience.
